Marine protected areas (MPAs) have expanded rapidly and dramatically over the last decade. From less than 1% coverage ten years ago, MPAs now are in place for almost 10% of the global ocean. However, MPAs also create significant governance challenges. For example, how do MPAs, normally a spatially fixed conservation tool, work in a fluid and dynamic ocean environment? What roles have science and politics played in expanding MPAs? How do MPAs resonate with interest in Blue Economy? What does MPA expansion mean for global oceans governance more broadly? In this talk, Lisa Campbell and Noella Gray draw on more than a decade of research on emerging ocean governance regimes to situate MPAs in a broader context of renewed interest in the conservation and development potential of oceans.
